CAN u learn ALL the class skills and if u can how come the skill trainers dont have all of them and only some on their list?

You can learn all the skills from your primary and secondary profession from skill trainers across the tyria. (but elite skills can only be captured from certain bosses). Each skill trainer has different set of skills to sell.
